Occupy Central is a proposed nonviolent occupation protest for universal suffrage that would take place in Central, Hong Kong in July 2014.
The campaign was initiated by Benny Tai Yiu-ting, Associate Professor of Law at the University of Hong Kong, in January 2013. He predicted that at least 10,000 citizens would join the protest to take over Central in July 2014 if promises made by the Central People's Government for universal suffrage were not realized in the 2017 Chief Executive Election and 2020 Legislative Council Elections.[1]
Observers noted that the occupy movement campaign would likely occur after Qiao Xiaoyang, chairman of the National People's Congress Law Committee, stated that chief executive candidates were required to love both the country and Hong Kong and not confront the central government, effectively excluding candidates from the oppositionpro-democracy camp.[2]

戴耀廷於香港大學獲得法律學士(LL.B.)及法律深造證書(P.C.LL)、並於倫敦大學獲得法律碩士(LL.M.)。其研究興趣是憲法、憲政、公共法、法律和政治及宗教的關係、人權、參與式民主等。戴耀廷自港大畢業後曾於民主派領袖李柱銘辦公室擔任法案助理,也是香港基本法諮詢委員會裡的兩位學生代表之一。[3][4]

佔領中環[編輯]
戴耀廷於2013年1月16日在信報專欄拋出「要爭取香港落實真普選,可能要準備『殺傷力』更大的武器——佔領中環」。3月27日,他與香港中文大學副教授陳健民與牧師朱耀明等發布「讓愛與和平佔領中環」信念書。他說「佔中是為了不佔中,就是要透過對抗產生一種張力,佔中是未來的緊張,讓大家回到談判裡。」目的是「用運動帶動政治文化的轉變」。提出公民抗命的主張,表面上是對抗;但他重視的是民主的商討,透過討論的過程,希望找到解決紛爭的方法。佔中運動有個社運少見的設計,他希望能募集一萬人願意簽下「誓約」,對外宣布自己支持非暴力佔中。如果最後真的必須走上街頭,40歲以上的人要走在前面,結束後這一萬人要負起責任,一起走到警察局去投案,聽從警方的處理。「我們這一代願意為下一代付出代價」。李柱銘資深大律師與天主教香港教區前主教陳日君樞機等均表態支持。[4]
